/ About the Institute

An institution built for the AI era.

The Jetmir Center for Policy Leadership and Innovation is a conservative public policy institute advancing limited, accountable, and excellent government — through research in federal workforce excellence, AI and public-sector innovation, ethical governance, and leadership development.

01 Institutional Orientation

Principles before positions.

JCPLI is grounded in the principles of constitutional government, individual responsibility, merit, institutional accountability, free enterprise, innovation, strong leadership, and effective public service.

The Institute believes strong institutions are built through capable leadership, ethical governance, workforce excellence, technological innovation, and a commitment to continuous improvement.

While informed by conservative principles, JCPLI advances thoughtful research, constructive dialogue, and evidence-based policy solutions that contribute to effective governance, organizational effectiveness, and national prosperity.

02 Mission

To advance public service through leadership development, workforce innovation, ethical governance, and evidence-based public policy.

03 Vision

To become a leading national center for public sector leadership, workforce excellence, policy innovation, organizational modernization, and ethical governance.

04 · Conservative Principles

What we stand on.

Our work advances a conservative vision of government — limited, accountable, and built to serve the citizen. These six values guide how we pursue it.

06

Our Standards

Principled, not partisan.

The Jetmir Center is conservative in orientation. We hold that government should be limited, accountable, and excellent — and that liberty, fiscal stewardship, and the rule of law are the foundations of good governance. These are constitutional commitments older than any party.

We are nonpartisan in practice. We argue from primary evidence, and we engage the strongest version of the views we disagree with. We judge our work by a single test: does it make government better? The reforms we advance — a merit-based civil service, transparent and modernized agencies, ethical leadership — have drawn support across the aisle, and we build them to keep doing so.

Conservative in principle

The lens

Limited, accountable, and excellent government — grounded in liberty and the rule of law.

Nonpartisan in method

The conduct

No party, no candidate. Evidence first, and a fair hearing for every view we answer.

Cross-partisan in reach

The result

Reforms built to win support wherever the evidence leads — not on one side of the aisle alone.

05 Strategic Objectives

Five commitments.

I

Advance Workforce Excellence

Research, tools, and frameworks that strengthen workforce capability and organizational performance.

II

Promote Leadership Development

Accessible pathways for leadership growth, mentorship, and executive development.

III

Foster Policy Innovation

Research and recommendations addressing emerging challenges facing public institutions.

Advance understanding of ethics, accountability, transparency, and institutional trust.
